Does Distance MBA in HR and Certificate courses in HR help me to have good career prospects?

It depends on your knowledge and skills. However distance course is always suitable who have some working experience in the related field. Other wise go for regular one. You can start with a small organisation then exp. + distance degree in HR+ Skills =good organisation.
