Yes, IIIT Delhi offers scholarships to the meritorious students. The scholarship is based on various category:
Chairman’s Merit Scholarship for top BTech aspirants, admitted through JAC Counselling: JAC Counselling is entitled to a scholarship of Rs 1.25 LPA for four years, provided that the student maintains a CGPA of 8.5 or above.
Income-Linked Fee Waiver Scholarship: Students pursuing any degree from IIIT Delhi are entitled to this scholarship based on following eligibility parameters:
Eligibility Criteria Fee Waiver (in %) Parents of the wards come under Below Poverty Line (BPL) category

The gross income of parents in service is up to Rs 6 LPA and the last school fee paid is less than Rs 25,000 per year

The gross income of parents in service is between Rs 6 LPA-Rs 8 LPA and the last school fee paid is less than Rs 45,000 per year
