Does Madras Institute of Technology allow admission in aeronautical engineering to the students who have done their Diploma in the same?

A student with Diploma in aeronautical engineering branch will be definitely eligible for admission in lateral mode for graduation in aeronautical engineering branch. Unfortunately problem comes up in the mindset of states. Almost every state has restricted these admissions to students who are domicile of that state.
