Does only 12 % matters of we have to give extra test for admission in bfech with cs branch??

Not just your 12th marks matter. For B.Tech CSE, most universities (including Lovely Professional University) also consider an entrance test like LPUNEST or similar. So even if your percentage is decent, the test can help you improve your chances and even get scholarships.
