Does PG Diploma in Business Management has any value? What is the value of distance learning education?

PGDBM is comparatively a new course which is picking up its own pace. It is a niche segment and required by very few companies. Distant education will add a degree beside your name but you will not gain much of a career raise because of it. It would be better to go for a full time program.
