Dear prasad,
As correctly said by surya sir,
For Phd Master Degree is mandatory and Post Graduate Degree is not considered,
In Master degree Minimum percentage needed is 55% and more depends on university we choose, many university take Entrance for phd,

No. For Doctoral programs, one should have masters degree. PGDIE is a post graduate diploma course.
