No, there is no requirement of work experience to get admission in PGDM courses.

Hello Thamim, Very few PG/Graduate certificate courses in Canada require Work experience. For eg Financial planning requires 2 years of work experience in same field, but not all colleges. Please check following link where you can get more idea about it: Link: ontariocolleges. CA Thanks!
