No, it doesn't offer any IAS or IPS course it offers only engineering, law, research, degree, Diploma. -

Sastra conducts an exam related to the IAS course conducted by UPSC. If you got a pass in the exam. You will be given IAS coaching by UPSC every Sunday morning to evening.
