    Hi,
    Government organization gives study leave after you have completed minimum years of service (3-5 years) that when you have completed your probation period. There is nothing like UPSC leave, the government gives study leave for academics/professional enhancement, but many people prepare for this exam apart from completing some professional degree. So, it is up to you how you use this sanctioned kind of sabbatical.
