No, STC doesn't provide lateral entry for BBA but it does provide for B.Tech.

St. Thomas College, Bhilai does not offer BBA through lateral entry. It does offer B.Tech through lateral entry.
College change or university change after first year is completely dependent upon the norm of the college and university. Some university allow it and some won't. Plus, you need to have good scores in the first year to apply for the same. For further details contact the college authorities.
