    No, the IIT Bombay does not offer admission to the M.Tech. in Systems and Control Engineering course without meeting the 60% eligibility requirement in PCM. According to Table A.5.3 of the M.Tech. Information brochure, the eligibility criteria for M.Tech. admission to Systems and Control Engineering requires a first-class degree or 60% marks (55% for SC/ST/PwD) in the qualifying discipline.
