No, most Indian students are not eligible for the Melbourne Internatioanal Undergraduate Scholarship as it is restricted to citizens of countries with a GDP per capita of USD 10,000 and Indian is assessed above this criteria. 

Indian students do have access to other Melbourne University Scholarships
