Does the MEXT Scholarship require Japanese language proficiency?

Applicants must be willing to learn Japanese, but proficiency is not a pre-condition. Undergraduate, KOSEN and Specialised Training College grantees get one year of preparatory education covering Japanese. Japanese Studies applicants need over one year of prior Japanese study.
