Does the private university has it's own admission rules?

I'm going to get into the private university because I've low percentage in 12th. I found one university that allow admissions with the qualification of 12th+Maths only! No percentage limits! Is that even legal? Private universities are allowed to make their own rules in Rajasthan?

Hello Abhishek there is a fixed percentage by AICTE for B.Tech admissions. Reportedly from sources, All India Council for Technical Education (AICTE) has nodded for lowering down the minimum +2 / II PUC percentage by 5%.
