    No, the RV College of Engineering does not offer admission to the BE in Civil Engineering course without meeting the 60% eligibility requirement in PCM. The eligibility criteria for B.E in Civil Engineering at RVCE requires a minimum of 60% in Physics & Mathematics separately in 12th st&ard.
