Does the total fee means the fee for 4 years or only for 1 year?

The fee structure for B.Tech course in DTU is as follows:
1st-year annual fee Rs 1,26,000
2nd-year annual fee Rs 1,38,000
3rd-year annual fee Rs 1,51,000
4th-year annual fee Rs 1,66,000.
