Eligibility criteria for ugc-net,required minimum 55% marks in PG But UGC fixed 60% marks for Lecturership Is it not contradictory?

Those who have acquired minimum 55% marks in PG from any recognized university are eligible for applying UGC-NET exam. But as per UGC REGULATIONS ON MINIMUM QUALIFICATIONS FOR APPOINTMENT OF TEACHERS in University, one should have 60% marks in PG .IS IT NOT CONTRADICTORY? Some one kindly clarify.
