There is no aggregate percentage asked in IUP but you should have at least 55% to get selected. MAT score is not required for IUP and also the UG aggregate criteria is not required here.

Yes . You are eligible to apply to IUP. Eligibility criteria is MAT score more than 50% and UG percentage doesn't matter.
