Eligibility of Ph.Ds from YCMOU (Maharashtra) for UGC-CAS promotion and advance increments; if Ph.D was awarded before UGC-2009 regulation

UGC had banned Ph.D through distance mode and had banned Open Universities like YCMOU from enrolling students for Ph.D vide UGC Regulations 2009. In respect of those already awarded Ph.D before the said regulatios, there should not be any disparity. What is the practice in different states now?
