    Well obviously Thapar is better than CU because it is a well established and old university and also has a very good NIRF-MHRD rankings. So you should go for Thapar, Patila. For cutoff's you can visit: http://thapar.edu/upload/files/UG_Cut-Off_3.pdf.

    Chandigarh University is best for B.Tech CSE. Yes, you can get admission with JEE rank 36000. The first preference is given to the general category. So, I suggest you that Chandigarh University is better for B.Tech CSE.
