I got 47 marks in JEE and 270808 AIR. Expecting to clear 12th with 85% aggregate. Can I get CSE branch in Chandigarh University?

Yes, you would be eligible for UG courses offered by Chandigarh University not by your JEE Mains rank but by your 12th percentage which can be assumed as more than 80 percent.
