As per the latest 2018 NIRF-MHRD ranking of engineering colleges in India these institutes are ranked as
NIT, Warangal- 25 (chemical engineering started in 1964)
    NIT, Allahabad- 47.
    Best of luck.

Go for NIT, Warangal because it is under top 10 institutes of India and also the exposure to students are more plus they have separate incubation centre for innovative ideas of students. Teachers are well qualified and experienced who are always ready to help students.

I will say NIT Warangal is better for chemical. There are more opportunities in Warangal than in MNNIT.

Definitely NIT Warangal. When comparing the same branch between different colleges, always check the Rankings of the college in India. And when you'll compare the two, nit warangal ranks on the top list and mnnit below.
