friends i had done my M.Tech(VLSI Design) in sathyabama university during 2008-10 in part time. am i eligible for part time phd program

i am interested in doing Part time Ph.D and i had got 83.1 CGPA in M.Tech. i am working as asst prof in a private engineering college, can anybody guide me to register in a good university or NIT or IIT.
