From where can I pursue MS in chemical engineering? Where can I get PR and decent pocket money while pursuing MS?

Hi,
You may apply to Canada or Australia for MS and get PR too. You can start working after 6 months off campus or as an intern after joining the course. The limit to that is 20 hours per week while studying and full time during vacation.

No you need to pay the complete fee. If there is financial issue, look for financial aid option.
