LOR is reference form your teachers to say about you. You can get from any of your teaching faculty in institution letter head. Refree's email id and phone number contact details should be there.

and sir i heard that it is better to get an lor from one of that University's graduate if you know any

That would depend on which course you are applying for. For instance, if you are planning to do Masters in Data Analytics, then taking a LOR from a professor who has taught you that subject makes sense.
