CUCET conducts own entrance test (Test paper code no, PGPQ54) for M.Tech admissions. So GATE is not mandatory for M.Tech admissions. However preference will be given to candidates having valid GATE score.

GATE is not mandatory for CUCET if you are qualified GATE then just fill the form you don't have to give entrance exam.

No, it takes both either entrance exam or GATE. If you have a valid GATE score, then entrance exam is not required.
