ignou or symbiosis for distance learning mba, which is better n why?

Symbiosis doesn't provide MBA degree. It is providing PGDBM (Diploma) while IGNOU is providing MBA degree. IGNOU is better then symbiosis in this sense also it is also valuable is foreign country. It has a separate education TV channel. The exam pattern are same as regular MBA program (exam in written pattern, Case study is including in paper, Project compilation in under a university Professor). It is relay better then Symbiosis, but it is tuff. -

However, we would suggest you to evaluate any institute based on your parameters like placement record, whether study centre is in your location, whether it is recognized by AICTE or not, whether it has the approval of Distance Education Council (DEC).
