Hi Ravi,
You can try in Moscow State University its one of the best university in Russia however you may not get the Mtech in Fluids mechanics kindly refer this link :- http://www.msu.ru/en/resources/msu-ws1.html#phys
However i would suggest you to go UK / USA/ Canada for this course there courses
