now i am in 3rd year continue Btech in regular course but due to some problem i am not able to continue my Btech in regular .can i direct join into section B of AIME

No. AMIE has no such policy of transfer admissions to lateral years.

I think u must pass the section A of AMIE.I think it is easy to pass in section A of AMIE. There are four subject in SEC-A.so u can easily pass the sec-A in 6 months.
