You can apply for IAS only after your graduation. If you are keen for IAS< go through the IAS syllabus in detail. It is helpfull to take cores subjects like History, Economics etc as there are in list of IAS subjects. of course, there is a paper for General Awareness so read newspapers everyday for next 4-5 years. Also, read History and Geography as questions are asked from them also.
