i have 12th 53% marks and 5band ielts can i apply in any course in new zealand

if you want to still try for studies without reapperaing you can take up ELICOS course in Nz and then a diploma. but ELICOS will be more expensive than appearing for IELTS in India.

No , recently new rules indicate that you want at least 5.5 Band for go New Zealand Education.
so its better to prepare for 5.5 band in IELTS.
