Which program will add value to a B.Tech (ECE)

After completing my B.Tech in ECE i want to pursue VLSI course. can you suggest some good private and govt. institutes? Should i opt for M.tech or VLSI. Also please tell me about the job prospects in India as well as abroad. Please mention the fees also.
