Can I get credits transfered to a reputed Univ in Singapore after 2 yrs of Engineering in ECE at Eernal Univ, HP ? What is the procedure ?

I have completed my two years of Engineering in Electronics and Communication branch in Eternal University, H.P. India and I want to transfer to a reputated university in Singapore. Is it possible that my credits will be transfered there. Please give me full detail and advice.
