I'm think of studying in canada .But i heard that "if i fail to get above 70% in first year of M.S course then i won't be allowed for 2nd year and only diploma degree will be issued and i should return india after that".Pls respond whether it's true or not

It is not true. The thing you have heard is only applicable for scholarships i.e if you score less than 3.0 GPA or 3.3 GPA(whatever is the requirement by the university), your scholarship will be taken back. Regarding studies, you would very much be eligible to pursue your 2nd year.
