Yes it is on the basis of scholarships and fellowships. However, you need very impressive credentials for the same. Atleast 750+ in the GMAT, 110+ in the TOEFL, 80% and above in your undergraduation, as well as an excellent work profile should do the job. Also, you would be required to submit top of
