Collect an FIR from Bangalore police through online, stating for lost items and make an affidavit attested by a lawyer and fill the form at Pariksha Bhavan in University and submit. Pay the fee in the form of DD. There are a lot of staff, in case you need help.

Dear Murthy, You need to prepare an affidavit stating the reason of missing the Mark sheets. And you need to submit the same along with an Application for Re-issue of Mark sheet to University.
