KSOU is valid option. Even AMIE can be considered. It is bit tough and will require serious studies. KSOU is well structured and may be easy going.

Karnataka State Open University is Govt, UGC and DEC recognized. It offers Diploma, BTech and MTech by Distance Learning. You can do BTech from here. www.navimumbaicollege.com offers counseling and admissions. You can contact them. (Source of information - www.indianengineeringcourses.com ) Other options is AMIE. But it does not offer B.E. or B.Tech. It offers membership certificate and says it is equivalent to BTech. KSOU offers proper BTech program. IGNOU also offers BTech in Civil. IGNOU program is bit tough and will require more study.
