I am 20 presently donig my engineering course. I still have 1 more year to finish the course. Which r the better unversities in abroad and in India as well to go ahead with higher studies? Heard people telling that TOEFL is based on english grammar. Is that so? Thank you.

Yes, English grammar, syntax, punctuation, sentence structure. That mans English in a proper way, not casually.
