Which are the best institutes in India offering scholarships for the ME \\\\ M.TECH (Comp Sc) program

sir i would like to pursue a M.E/M.Tech in computer science i have completed my B.E in computer science ,pls provide me the best universities/colleges in india to do my P.G degree with scholarship,but my badluck i didnt apply for GATE.

It is difficult to get admission without gate, but there are some reputed universities in which there are few non gate seats also: TU, Patiala/ JUIT Solan, JIIT Noida/BITS Pilani etc.
