For BSc, all Government run colleges are almost equally cheap.

Please use the right adjectives in your sentence. There is nothing called cheap college. I think you want to know about the college with lower fee structure. You may contact Govt approved IGNOU or other open universities like Kota Open University, Raja Bhog Open university etc.
