Hi Rishikesh,
If as mentioned by you, the University has the approved Deemed status from UGC u/s 2f you are eligible to write the UPSC exam.

Degrees granted by the deemed universities during their recognition as deemed universities are treated as valid for the purpose of admission to any courses/examinations.
