hi Vivekanand, as far as MS in electronics and communication is concerned, u can go for Germany as it is a FREE education. MOst of the universities are funded by the govt. A student is able to complete his masters in 6 - 7 lacs for 2 yrs. You are reqd to clear only the IELTS exam for the same with a

No, there is no possibility of studying abroad without writing GRE unless and until you are planning to apply in UK.
In US and Canada, GRE is very much mandatory for Masters in Engineering and you have no option but to take it provided you are planning to apply to US and Canada.
