Well are you speaking about distance education... here is a list of universities which are best...
Sikkim Manipal University
Symbiosis Centre for Distance Learning(SCDL)
ICFAI University
Indian Institute of Commerce and Trade

sandhya important is not institute or university.important is how you perform.its all about how you gain knowledge?if you get good score & perform well definately any ugc recognised will help you.
