i have done three years graduate diploma in mechanical engineering after my 2 which one can i do, mba or pgdm.?

Hi mayank both MBA and PGDM are equivalent. Only thing is that MBA should be done from a regular college and PGDM should always be AICTE approved. considering your qualification you are not eligible for PGDM or MBA
For both qualification from a UGC approved and AICTE approved university you must be a graduate
However you can do Diploma in Management from IGNOU and PGDBA from SCDL and Welingkar but I don't think this qualification will help
