Govt Universities in India which provides M. Tech. cum Ph. D. and/or M. Tech. courses in biotechnology without the GATE score card??

I've completed B Tech (biotech) in 2011 & dropped out an yr 4 further preparations. Can somebody plz tell me d list of govt. univ. in India which provides M Tech cum PhD &/or M Tech courses in biotech w/o d GATE score card (as i've skipped d GATE exam this yr) & conduct their own exam 4 admissions.
