i wanted to know which is best country to do higher studies in civil engineering in india or aboard .please name university and fees also.

Higher study options include M Tech courses in Construction, Water Resources, Soil Mechanics, Remote Sensing, Structural engineering as well. In India you may have to clear GATE. Abroad, you can think about clearing English Language Proficiency Tests with requisite aggregate to become eligible.
