He failed three times in board exam and clear it the third time along with JEE Advance, can he join IIT?

Unfortunately no, since only the first attempt is considered for IIT's. -
No, he can't join IIT. See, first attempt is counted when you give your class 12 first time. It is counted as 1 attempt whether you give it or not at that time and second attempt is in next continuous year. You can give JEE advance only twice in continuous. So you can't IIT in third attempt, but yes in NIT. I think you can't even register for JEE advance exam.
