Hello all I want to do Phd from the foreign university inthe field of Network Security. What is the procedure to get apply for that.

Hi Friend, Doing PhD in foreign countries is not a easy task.Most of the Foreign countries need TOEFL\IELTS score and GRE score.In USA many universities provide scholarship for PhD students but they need GRE score more than 1200.So before applying in foreign countries you must qualify these tests with good score.
