Hello counsellor, am b.tech(electronics), 53%, graduate. jus want to know which countries i should opt for persuing ms?

I have completed my graduation in 2013. i want join program this year itself. i would be able to apply for US colleges for spring. Germany also crossed my mind, but due to medium percentage, i fear tht applications would be rejected. plz suggest me countries where there r chances to be selected
