Hi Avinash,
There is no set parameters to say which university is better than the other! Among the many open universities available, IGNOU is the most recoginzed one.
However, I'll request you to get in touch with the Distance Learning Education cell of your university from where you have completed your 12th Std & continue your graduation from the same university via correspondence route without having to search for an Open University.

There is no university in India that gets you direct admission into 3rd year of graduation. You have to begin from scratch.
